In the current complex international situation, the lagging development of industrial semiconductor materials, chips, devices, and insulated gate bipolar transistor (IGBT) modules will constrain the transformation of new and old driving forces and industrial transformation in China, thereby affecting the country's economic development.

The Ministry of Industry and Information Technology further stated that in the next step, our department and relevant departments will continue to promote the development of the industrial semiconductor materials, chips, devices, and IGBT module industries. According to the development situation of the industry, we will adjust and improve the policy implementation rules to better support industrial development. The integrated circuit industry is a strategic, fundamental, and leading industry for national economic and social development. Its technological level and development scale have become important indicators for measuring a country's industrial competitiveness and comprehensive national strength. The Central Committee of the Communist Party of China and the State Council attach great importance to the development of the integrated circuit industry, and have successively issued a series of documents such as the "Notice of the State Council on Issuing Several Policies to Encourage the Development of the Software Industry and the Integrated Circuit Industry" (Guofa [2000] No. 18), the "Notice of the State Council on Issuing Several Policies to Further Encourage the Development of the Software Industry and the Integrated Circuit Industry" (Guofa [2011] No. 4), and the "National Outline for Promoting the Development of the Integrated Circuit Industry" (hereinafter referred to as the "Outline"), organized and implemented relevant national science and technology major projects, and created a good industrial environment for the development of China's integrated circuit industry.

1、 Suggestions on formulating a strategic plan for the development of industrial semiconductor chips, and introducing policies to support technological breakthroughs and industrial development

In order to promote the development of China's industrial semiconductor materials, chips, devices, and IGBT module industry, our department, the Development and Reform Commission, and relevant departments actively research and introduce policies to support the development of the industry. One is that in the "Promotion Outline" released by the State Council in 2014, industrial semiconductor chip related products have been identified as a development focus, and industrial progress has been promoted through policies such as funding, application, and talent. Secondly, the Development and Reform Commission and our department have studied and formulated layout plans related to integrated circuits, promoting the formation of a benign development situation of regional agglomeration and subject concentration in industries such as industrial semiconductor materials and chips. Thirdly, in accordance with the relevant requirements of State Council Document No. 4 [2011], multiple tax incentives have been introduced for eligible industrial semiconductor chip design and manufacturing enterprises in terms of corporate income tax, import tariffs, and other aspects, providing key support to related fields. The fourth is to focus on national key industrial sectors such as energy and transportation, fully leverage the role of relevant industry organizations, and establish a diplomatic and cooperative platform for China's industrial semiconductor chip enterprises and complete machine enterprises through holding industry use exchange and docking meetings, new product promotion meetings, and releasing typical application demonstration cases.

3、 Suggestions on breaking through key technologies step by step and in stages

To solve the key technical problems of core components such as industrial semiconductor materials, chips, devices, IGBT modules, etc., our department and other relevant departments actively support key technological breakthroughs in the field of industrial semiconductor materials, chips, devices, IGBT modules. Firstly, in 2017, our department launched the "Industrial Strong Base IGBT Device One Stop Application Plan", which focuses on supporting IGBT design, chip manufacturing, module production, IDM, upstream materials, production equipment manufacturing and other links in the three major fields of new energy vehicles, smart grids, and rail transit, promoting the development of IGBT and related industries. The second is to guide the establishment of a power semiconductor manufacturing innovation center in Hunan Province, integrate upstream and downstream resources of the industrial chain, and collaborate to tackle key common technologies in the fields of industrial semiconductor materials, chips, devices, and IGBT modules. The third is to guide the China Wide Bandgap Semiconductor and Application Industry Alliance to release the "China IGBT Technology and Industry Development Roadmap (2018-2030)", guide the technological upgrading of China's IGBT industry, and promote the development of related industries.

Next, our department will continue to support the development of mature technologies in China's industrial semiconductor field, and promote the improvement of yield and output in China's chip manufacturing industry. 4、 Suggestions on attaching great importance to the cultivation of talent teams, introducing policies and measures to establish long-term effective talent cultivation plans in this field

At present, the talent problem, especially the shortage of high-end talent teams, has become a key factor restricting the sustainable development of China's industrial semiconductor materials, chips, devices, and IGBT module industries. Therefore, our department and relevant departments actively promote the cultivation of talents in related industries in China. One is for our department and the Ministry of Education to jointly promote the establishment of the Integrated Circuit Industry Education Integration Development Alliance, facilitate the integration of resources between the industry and academia, and promote the cultivation of industrial talents with engineering capabilities. The second is to simultaneously pilot the implementation of a special program for independent training of core technology scarce doctoral talents in key fields, with integrated circuits as the pilot. Based on the needs of industry enterprises, relying on high-level universities and domestic backbone enterprises, a targeted group of high-end doctoral talents will be trained. Thirdly, the Ministry of Education, our department and other relevant departments have issued a notice on supporting the construction of demonstration microelectronics colleges in relevant universities, supporting 26 universities to build or establish demonstration microelectronics colleges, and promoting cooperation between universities and key enterprises in the integrated circuit field, national public service platforms, scientific and technological innovation platforms, industrialization bases and local governments in the region.

Next, our department, together with the Ministry of Education and other departments, will further strengthen the construction of talent teams.
